It's a 20-20 story on kids who take growth hormones because they are short. One of the parents said that his kid would miss out on certain advantages in life if he remained short. Stossel was then describing all the advantages of being tall, including the fact that the taller presidential candidate almost always wins. He said that bush is the exception, although even he is 6 feet tall.

So, it made sense in context although (as a poster above said) Stossel is a right wing asshole (even though he claims to be "libertarian") and there is no way that bush is that tall.
