41. Inslee on fleas
"Mr. Speaker, it is true that dogs collect fleas and so do large fiscal bills and this bill is no exception. I wanna talk abt one of those fleas infesting this bill ... slipped into the bill in the middle of night ... that gives away America's most pristine areas in our national forests to the special interest friends of the majority party."

Giving away the patented lands to special interests and increase the deficit at the same time. What will happen to it? Whatever they want. It's not about mining -- it's about allowing your special interest friends to take that property and pay the people literally nickels. Thhis bill will leave children millions of dollars in debt and they won't even have land to picnic in. You would sell anything in America to finance your tax cuts. The Washington Monument could come next. This is a shame.

In quotes is quoted; without is quickie transcript.

The House is supposed to vote on those tomorrow ... and then the House and Senate will have to go to conference on the two versions of the bill (unless they pass identical bills -- highly unusual) and then pass their "conferenced" version.

70. Transcription of Steny Hoyer
"This bill is no picnic. Mr Speaker, for 5 yrs the repug party in Washington has pursued the most irresponsible and dangerous fiscal policies in the history of this country. Today, they claim they are getting tough on spending, that they are restoring fiscal discipline. I suppose that's the fiscal discipline they threw away over the last 5 yrs. I have been a member of this house for 25 yrs, for 17 of those years, there has been a R president in the US. The one person who can stop spending in its tracks. ... and during those 17 yrs, every year, without exception, we have had a large deficit. for 8 yrs, we had a dem president and for 4 yrs, we had surpluses. 4 straight yrs."

"In five short years, they've driven us 3 trillion dollars deeper into debt. Today, Repubs say they want to restore fiscal discipline. All of America must ask: WHY DO YOU INSULT OUR INTELLIGENCE? President Bush has not vetoed one spending bill that you have offered. If spending is out of control, it's out of control because you let it get out of control. You planned to get out of control and you passed bills to get it out of control. Repubs rammed a Rx drug bill thru that they told us, which was not true and they knew it not to be true, that it was going to cost $395 billion -- why? coz your budget said you were gonna spend $400 billion. That was a lie. You knew it was not true. In fact, two months later, you came by and said it was 524. Now it's over a trillion dollars."

Nussle (at end of Hoyer's prepared comments) and in a voice dripping with :sarcasm: -- Except the gentleman forgot OBL.

"Crowd": Ooooohhhhh

Nussle: And I thank the gentleman for that. I would now yield...

Hoyer: Would the gentleman yield? Does the gentleman want to debate the issue?

Nussle: Mr. Speaker, I have been recognized...

Hoyer: Because I tell my friend...

Nussle: I asked the gentleman to yield and he refused to yield to me.

Hoyer: Will the gentleman yield? Mr. Speaker! Does the gentleman want an answer to his question or is the gentleman afraid to yield.

Speaker -- banging gavel -- restoring order (trying)

Hoyer: I will say it quietly...

Speaker: gentleman from IA is recognized. Does the gentleman choose to yield time.

Nussle: Mr. Speaker, you know, I would have loved to have that debate but the gentleman refused to yield to me so I have no choice...

"Crowd": aaaahhhhhhhhhhh......

(The ellipses do not reflect things missing, just trailing off.)

Edited on Fri Nov-18-05 01:00 AM by kainah
Hoyer was speaking, said he would yield "at the end" and Nussle said "I'll believe that when I see it."

THAT'S OUTRAGEOUS BEHAVIOR!

115. can't believe Nussle asks how much time Pelosi has!!!!
That is TOTALLY unheard of. Comity says that the leadership speaks as long as they want and they don't get challenged on time.

You could hear Spratt say to her "You take as much time as you need" and also Nussle saying "2 and 3/4 minutes left."

It is so unheard of to try to limit any of the leadership's time!!!!

Edited on Fri Nov-18-05 01:21 AM by kainah
The repubs were so afraid of it they wouldn't let it come to the floor for a vote. If you went to Nancy Pelosi's website, I'm sure you could find it. Don't fall for that line of the repugs. It's easy to make it look as though the other side has no plan if you can control every bit of what is debated on the floor.

edited to add: check John Spratt's (D-SC) website also. He is the minority leader on the budget committee in the House. For other plans, check the Blue Dog budget. There's also the Congressional Black Caucus budget ... and the work of Kent Conrad (D-ND) in the Senate.

I am frankly stunned to see this bill on the floor tonight. I think the young wingers said they wanted to fight, after today's defeat, and that they pretty much forced the leadership to bring this up tonight. I seriously doubt the leadership knows how it's gonna come out.

FWIW, a tie vote loses.

Don't be downhearted.

Remember, Jack Murtha came out against the war today and the Repugs lost the Health & Education appropriations bill and 13 Repugs stood up against their leadership on the reconciliation act -- which only passed after they removed ANWR drilling.

It's a good day. Tomorrow the tax bill!
