(And, most recently. why is Senator Sessions or Senator Graham usually in that mix?)

Most of these people were promoted or supported by Scaife.

I have always assumed that Scaife also infiltrated the "bookers" of the shows, putting his stooges in places where they could deploy the talkers and the Rs at a moment's notice.
