``The black community is not only sensitive on race,'' Norton said in an interview on Bloomberg Television's ``Political Capital with Al Hunt,'' scheduled to air today. It is ``super- sensitive on race.''
Norton, 70, the District of Columbia's nonvoting Democratic representative in Congress, made her comments days before a scheduled presidential debate in South Carolina, where blacks account for 50 percent of the Democratic electorate.
Norton predicted a surge of support for Illinois Senator Barack Obama in South Carolina, where the Jan. 26 primary is the next big test in the Democratic presidential contest after tomorrow's caucuses in Nevada. Blacks inclined toward Clinton because of her husband President Bill Clinton's record in the White House are moving in Obama's direction, Norton said.
``Blacks moved toward Barack only when they got to know him. I think they knew Bill and they knew Hillary, and they immediately fastened onto them,'' Norton said. ``There is a disposition, a presumption in favor of a black candidate in our country because it has been so rare.''
