My state has "binding" primary, whatever that means. Supposedly delegates are not allowed to vote for someone else. I vote for president, then I vote for 8 delegates who are committed to a candidate. There's something about a 15% minimum threshold to pick up delegates. Its all very confusing...
3. The "bound" delegates have to vote for their candidate on the FIRST
ballot.`Candidates must get at least 15 % IN A CONGRESSIONAL DISTRICT to get any votes from THAT Congressional District. So conceivably you could have a candidate who didn't get over 15% in the state, who did get over 15% in a Congressional District and would get some delegates.Now if people vote for Dean and Clark and they don't get 15%, then their votes are re-averaged in to see if any others went over the 15%. Then the delegates are split by percentage.
