I think DNC is waiting
Looking for a vote count, so they can be heroes and seat the Florida delegates in a manner to keep Senator Clinton from winning the nomination with them.

I think they're trying to avoid alienating Clinton supporters by giving this thing an air of "voting" her away, instead of having the party and the supers tell her to pack it up before all the states are done.

3. IIrc, the DNC rules state that the seating of the delegates cannot effect the outcome.
