7. Nope, Jim Hightower. 1988 Democratic National Convention.
Predates Pearl Jam by a few years. Likelier Pearl Jam borrowed it from him.

10. I think the line was actually
referring to the start of the GWB administration. After going over a long list of positives from the Clinton administration (balanced budget, surplus, etc.), he said GWB started his administration on third and stole second.

Either way, it was a great line.
