How is Barrack's Universal Health Care plan going to work

One thing I heard out of his speech tonight, before my internet connection went dead is that under Barrack's plan those that have health insurance plans will see their premiums go down. I like that, as I already pay steep premiums. But my question is for those that don't have health insurance Barrack stated they will get the same kind of coverage that members of congress get. So my question is what kind of coverage do members of congress get and wouldn't that be better than HMO coverage most Americans are getting through their companies. I know I am splitting hairs here, but I know a lot of democrat who want to see changes made in the HMO coverage as well. I know Barrack has plans to do just that. I just haven't heard him speak that much about his plans for HMO companies under his Universal Health Care plan.
