When you add defintely McCain and leans McCain it adds up to 43 not 44...

It could be a fractional rounding issue.

6. If RCP gets the data with decimals and they get a
1.3 and 1.3 both would be rounded down to a 1.

But if you add them together they would be a 2.6 and rounded to a 3.
