4. that is the most compelling argument I can come up with,
although I also have given some thought to a more extreme -gasp!- conspiracy theory-style scenario.

It would fit his personality to arrogantly assume he couldn't possibly do anything wrong.

18. I don't think that's it. I think the Clinton hate that guided his actions from day one continues.
He spent his entire presidency of the damned being "not Clinton."

Clinton often ran late, so Georgie let everyone know how punctual he was.
Clinton had casual Fridays, so Georgie made a point of enforcing suits and ties in the oval office.
Clinton practiced fiscal restraint and left office with a budget surplus, so Georgie said the surplus was bad and got rid of it.
Clinton made major advances in wildlife and ecological conservation, so Georgie abused and stole from the good earth however he could.


Clinton pardoned some people when he left office. I think George is more than happy to let his own mother rot in prison if need be just so he can say "At least I didn't leave office throwin' pardons around like confetti or sumthin' like that Clinton did."

3. If pardoned...
...they are in no jeopardy, and hence cannot take the fifth if called to testify. They would have to say what they know, since they can no longer incriminate themselves.

It's a way of keeping mouths shut.

15. The thing is one type are traditional mercy /petty political and the other
is to forgive his and friends' crimes.

He has done neither.

Legally Scooter is still available.

That means if they show their criminal asses outside this blighted country, they're toast.

A presidential pardon, though, is a get-out-of-jail-free card, at least here in Amurka, for everyone listed.
