The President will make a speech to Congress next Wednesday, supposedly telling Congress what he wants to see in health legislation. The press is agog with this news and the Administration’s flacks and hangers-on have been flogging this speech with every ounce of hype they can muster. Expect more of the same as the speech day gets closer. Expect even more after the speech, hyping the President’s phrases and expressed policies.
I bow to no one in my admiration of the President’s rhetorical skills. I expect he will use them fully in this speech, as he has not used them before in this conflict over health care. But the substance of the rhetoric is going to be utterly disappointing.
Here is what the President will say:
He will describe the legislation he wants as an ‘American plan’ – listen for the Baucus phrase ‘uniquely American.’
He will whip the insurance companies with a wet noodle, using castigatory phrases and asking for regulatory legislation that he knows the insurance companies have pre-approved. For the full text of his speech re insurance companies, see this AHIP document.

He will tell you that shared sacrifice is necessary for the good of America,
Here is what the President will NOT say:
He will not ask Congress to expand Medicare eligibility to lower ages or to everyone.
...........
He will not use the phrase ‘single payer’ except to say something like ‘Now some people say we should have a single payer system , but I …..’
In short, President Obama will say whatever he ahs said before, with great brio and exquisitely turned phrases, and will not say anything to upset the oh so delicate sensibilities of the medical-industrial complex.
I hope I am wrong.
