Tampa was building a plant to convert salt water from the bay. What happened to the project? Was it ever finished?

1. I think you're looking for the word 'desalinization'
I remember hearing about that plant, but have heard nothing further since it was proposed.

3. We have spent millions, and get minimal water from the damn thing!
Swiftmud, the water police, are just another bunch of hacks. We've paid for desalination, reclaimed water, and reservoirs. The desalination process hardly works, the reservoirs are dry and leak, and the promise of "unlimited watering" after paying extra to hook the house to reclaimed water is now one day per week.
