Burris' actual court filings in Burris, et al v. White
The papers are in .pdf format an are on the Illinois Supreme Court's website.

He makes a good case, folks; seems pretty certain that Sec. White's going to lose and will be forced to convey the certified nomination to the US Senate.

1. White is out of bounds
If the Secretary of State can kill Burris's appointment just by refusing to endorse the document, then he is arrogating himself veto power over all gubernatorial appointments. That's not what he's elected to do. Is he going to say no when Blagojevich sets a special election for Emanuel's seat? No one seems to have a problem with Blagojevich doing his job ... except when he appoints a senator.
