But it was just to authorize the vote, I think. They knew it wasn't going to have enough votes.

3. Collins, Sununu, Smith and Coleman all voted with us
They all just happen to have tough re-election fights ahead next fall. Had the vote been in question, it would have been interesting to see how they would have voted.

As for Snowe, this is her typical "bait-and-switch" voting style that allows her to maintain that solid gold "moderate" image in the media.
