2. Budget cuts (aka 'being cheap'), insufficient staff, lapse of logic, human nature
Pawlenty could have been a hero.

Now he's just going to other states to hype up McCain. Are other state governors doing that? No wonder people think he might be veep. But I don't think he has much foreign policy experience, should McCain have to leave office if elected. (and I'd say the same thing if a Dem governor is going out to other states to hype up Obama too...)
