Mayoral candidate Lillie Howard wants developers to commit to local hiring and training

"The bottom line is, the low-income people of this city are not the top priority," said Howard yesterday. "The question is: Who's going to benefit from these projects?"

Howard, a founding member of the local NAACP who has been active for years, had promised to make speaking for poor and low-income families in Newburgh the center of her campaign.
