Ethics commissioner won’t investigate Guergis
OTTAWA—The Commons ethics commissioner says she will not investigate former cabinet minister Helena Guergis based on allegations forwarded by the Prime Minister’s Office.

Mary Dawson says that, based on the information she has, she’s not in a position to proceed with an inquiry.

Either we have a really lousy ethics commissioner, or Harper has gone off the deep end again.

1. Yes, I am not impressed with her
Here's another blast from the past from her office:

OTTAWA, January 13, 2010—Conflict of Interest and Ethics Commissioner Mary Dawson has discontinued her examination of allegations regarding partisan advertising of the Government of Canada Economic Action Plan.
The reasons for discontinuing the examination are summarized in the conclusions of the report as follows:

In light of the foregoing analysis, I am discontinuing this examination on the basis that the Conservative Party of Canada is not a “person” within the meaning of section 4 and, consequently, the identified public office holders could not have contravened the substantive rules of conduct set out in section 5 or subsection 6(1). For similar reasons, they could not have contravened section 9. In addition, I find that section 7 has no application in the context of this request.

For these reasons, this examination under the Conflict of Interest Act is discontinued.

That reasoning seemed thin to me, like someone looking for an excuse not to look into something. My hunch is this one will be similar.
