March 27, 2006—Just one week shy of the GuvWurld Blog’s second anniversary, author Dave Berman has compiled 20 essential essays into an online book called “We Do Not Consent” (.pdf). The material highlights Berman’s style of advocacy journalism, reporting on his own work for social change in a way that furthers those efforts. Berman puts himself above charges of bias by openly stating his progressive goals and promoting this approach as a key to successful community organizing.

Berman observes the obsolescence of mainstream journalistic neutrality, citing debunked threats of WMD, withheld reporting on unconstitutional surveillance, the unresolved contradictions and scientific impossibilities of 9/11, and thousands of uninvestigated electronic voting glitches.

“What the newspapers and network news don’t tell us is enough to manipulate the common perception of reality,” Berman explains. “Shaping perceptions this way is intentional, yet subliminal. I’m also trying to shape your view of reality but I’m telling you this up front and showing you the difference between what the media report and what you can directly observe for yourself. I’m asking you to be ruthlessly honest – with yourself.”

GUVWURLD BLOG – LOCAL BY NATURE, NATIONAL BY STATURE

In a January 2006 cover story on Humboldt County blogs, the North Coast Journal recognized GuvWurld for “gaining some stature in the larger blogosphere.” This notoriety stems primarily from the Voter Confidence Resolution (VCR), a statement challenging the legitimacy of the U.S. government’s claim to power after elections that did not seek the Consent of the Governed. Such Consent, according to the Declaration of Independence, is the source from which government’s “just Power” is derived. The book's title, "We Do Not Consent" is a clarion call to peaceful revolution and served as the theme of a recent community forum in Eureka.

Last July, the City Council of Arcata, CA became the first to adopt the VCR. More recently, Palo Alto’s Human Relations Commission and several Progressive Democratic caucuses in WA have also endorsed the VCR. Berman cites this as the GuvWurld Blog’s most successful example of advocacy journalism.

LEADING ELECTION REFORM EXPERT ENDORSES GUVWURLD EFFORTS

This work has brought Berman into contact with other thinkers on elections and election law. Paul Lehto is an attorney in Everett, WA. He sued election machine maker Sequoia, and eight months later their machines were removed from use in Snohomish County, WA. Lehto wrote the Foreword to "We Do Not Consent."

According to Lehto, "Berman, writing under the GuvWurld name, is spearheading one of the most incisive arguments to make against the secret vote counting that always occurs with electronic voting. Namely, whenever secret vote counting is used, there is no rational basis for confidence in the reported election results. This is so because nobody saw the count, nobody can verify it, and nobody can independently repeat it. Such conditions violate all of the basic principles of science necessary to have a basis for confidence in the reported election results. That's no way to run a system of elections if you're serious about defending democracy."

BERMAN TO DISCUSS BOOK AT UPCOMING LOCAL EVENTS

Berman’s writing and quotes often appear in Humboldt County media and he keeps an active speaking schedule. Upcoming appearances include the Demand Your Democracy Forum on April 11, 7pm, at HSU Founders Hall Room 118; and KHSU radio “Thursday Night Talk” with Rob Ammerman on April 13 at 7:30pm.

Berman is also a founding member of the Voter Confidence Committee (VCC) of Humboldt County, an election integrity watchdog group. Supported by GuvWurld promotion, the VCC conducted the county’s first parallel election last November and continues to lead the resistance to the use of Diebold and any other election machines containing “proprietary” programming.

arm on a few details and a couple points. But that's freedom, baby. But that won't detract from the solidity of the "no basis for confidence" formulation you have. That's an important and probably historically important intellectual construction, if the forces of democracy prevail.

33. Thanks for bringing this up Land Shark
First, thanks for the awesome compliment. (historically important intellectual construction - wow!)

As for further edits to the Voter Confidence Resolution, since this thread is in a highly visible place right now I want to take the opportunity Land Shark has created to point out that the VCR found on my site is intended as a template. Many versions preceded that. The important work was the consensus building process in the community to arrive at language enough people could embrace. Ultimately, the Arcata City Council adopted the wording we submitted without changing a thing.

Each group or community that considers the VCR needs to go through a similar process. Hopefully our experience and the version we created can serve you in this. Seen as a template, or model, there is lots of room to improve the VCR. Likewise, certain key aspects need to remain intact in order to generate the cumulative impact that is intended to develop through increased and more varied support. Those key points are:
1. The way it works now we're guaranteed inconclusive outcomes and we'll never have unanimous agreement about election results.

2. Since no one reform can solve all election problems, the Voter Confidence Resolution contains a comprehensive election reform platform designed to ensure conclusive outcomes and create a new basis for confidence in U.S. federal elections.

3. Since the Consent of the Governed is not being sought, we ask: Has the Consent of the Governed been withdrawn, YET?
This creates a frame of inevitability, establishing a position of "not if, but when." The more the assumption of Consent is challenged, the closer we are to shattering that assumption. And to finally leave no question that this illegitimate government does not have our Consent is tantamount to grassroots endorsement of peaceful revolution.

So by all means, debate about the language of the VCR is fair game. It needs to happen within each community. Having been through it, I'm inclined to avoid being drawn into it. My role is to help people understand how to lead that discussion locally. The trick is to avoid bogging down on any one specific thing that is outside of the three key points above. For example, there is often conflict between proponents of open source programming and people adamant about hand counted paper ballots. Both could agree there is no basis for confidence and the Consent of the Governed is not being sought. That should be enough. So compromise. Our language says "voting processes owned and operated entirely in the public domain." This line neither requires nor denies the position of either arguing party. Both should find it acceptable in order to pursue the larger goal.

the reason I believe this to be the case is that it is very rare that a political statement has a scientific irrefutability to do it. Almost all statements in politics are contestable, but the "no rational basis for confidence" construction parallels science and is backed up by science: If you can't repeat it and thereby verify it, it doesn't exist within the realm of what science will accept as proven or true.

Therefore, inconclusive.

There are hundreds of reasons why we are "guaranteed inconclusive outcomes" I'd love to see those all listed out like bullet points, might even help people pass or contemplate the VCR.

And your point about the "no basis" line being repeated is well taken. Clearly I have had that intention all along and built this campaign around it.

How many cities have to adopt the VCR before the point is accepted that the Consent has been withdrawn? That number can't be known now. But our assertion that it exists is extremely important. We are making concrete reference to our "line in the sand." It is called We Do Not Consent.

What's special about this (and it fits because there's nothing more fundamental than our vote) is the raising of consciousness.

Someone recognizing they have no basis for trusting elections may well ask what else is being taken for granted.

I was really struck when I read Tipping Point a few years ago. The subtitle of the book is so telling: How Little Things Can Make a Big Difference.

If we choose our goals and tactics wisely, we should be taking actions capable of producing an immediate (or near-term) tangible result while also having an impact on the long-term big picture.

By taking steps that can be built upon, cumulatively, we can lay a path to a tipping point. This was my big takeaway from reading the book. As organizers and agents of social change we must be mindful of the sequence of events that can lead us to big changes that are not obtainable in a single step.

This has always been the big idea for the VCR, driven by repetition of the question "Has the Consent of the Governed been withdrawn, YET?" First it is a matter of awareness and education and helping others realize they are not alone. Next it is a self aware group banging a drum, getting louder, growing their ranks as more communities adopt the VCR. Finally, support grows to the inevitable tipping point, even if it can't be precisely identified in advance. This all hinges on adopting an action plan that can be cumulative.

Here is an example I've used many times before. We saw over 300 anti-Patriot Act resolutions adopted. Together, they still failed to restore our rights. These resolutions lacked an intentional coherence with which to build upon themselves. The VCR has this intentional coherence in asking the YET question. This is the frame of inevitability. It works for teaching, as in public speaking events, and it works even better as the propaganda of an advocacy journalist. Dig?

I don't want to do an actual poll but I'll be watching for suggestions. Look at the top left of the GuvWurld Blog and you'll see I mention a few possibilities. I will be printing a limited number of hard copies and I'd like this forum to help determine where they should be sent. Even better would be where you can actually get it through your contacts and six degrees.

Progressive media members are perhaps an obvious place to start but they should not be the only people in consideration.

sfexpat2000 has done lots to promote the VCR in SF...I also have a Bay Area mailing list from a workshop I gave last year...I suppose they haven't been too active in support, but at least none of them have unsubscribed...I think there is kind of an inertia problem where it looks kind of big and seems too daunting to get started and so nothing happens...maybe we could talk about how to address that?...of course my instinct says give it to people as "the least they can do."

the patriotism of peace activists. Such McCarthyist, Orwellian hypocrisy serves several
purposes. For one, it can turn a defensive posture offensive by attacking the messenger
rather than addressing the validity of the message. Next, it will muddy the waters, casting
doubt on the “facts,” and creating inherent uncertainty. The GuvWurld News Archive
has a section called Black Kettles for quotes that would be more true if the speaker of
the quote was referring to himself. So, denigrating “advocacy journalists” is also a way to
create cover for even more blatant efforts to shape perceptions and influence events.

and for finding a bipartisan way to present this critically important matter--"voter confidence"--that transcends our quite understandable, but sometimes self-sabotaging, anger at three straight stolen elections, with the methods of election theft becoming more devious each time.

I remember your report about talking to Republicans in Humboldt County about this--their invitation to you to speak to their club, and the reception you received (far more positive than anyone would have guessed).

What courage you have!

I have since become as angry at my own party--the Democrats--as I am at the Republicans, because of the Democratic Party leadership's unconscionable silence about Bushite corporations getting control of the 'counting' of our votes with "trade secret" computer programming--the non-transparency is egregious--and their fear, corruption or collusion on fascist government and war. And it's also finally gotten through to me that it is VERY LIKELY that large numbers of Republican votes for Kerry were stolen in 2004.

This is TRULY a bipartisan matter. And Republicans may have even more reason to be angry than we do--it was their party that was hijacked, and has been used to destroy this country. (The Democratic Party has a different problem, mainly inner rot and corruption.)

I remember Cliff Arnebeck pointing this out--that many Republican votes against the Bush junta were stolen in '04 (the most obvious and least detectable place to steal votes from Kerry was in Republican precincts)--but it's taken a while for my heart to catch up with my head on this matter.

It needs to be a CITIZEN movement--not just a Democratic/Green grass roots movement. I think it's possible that the Democratic/Green grass roots (the true majority) could win it, in the long run, but it will happen faster, and have more profound impacts if all citizens demand an election system that all voters can have confidence in. It will be more of a general rediscovery of democracy and of democratic principles, and of our Founder's ideals--a much sturdier enlightenment.

And you found the way to SAY it. Thank you, GuvWurld!

We Do Not Consent is a collection of posts from the GuvWurld Blog, but it is accessed through the GuvWurld News Archive, a separate but related site. The Archive stat counter tells me the book was downloaded over 12,000 times in the first day and a half (it refreshes each night around 2:30am PT).
