Some good comments about RTTT from MO NEA
The Missouri RT3 Plan includes many concepts with which we agree. A few examples of those concepts are
accountability; rigorous standards for students, educators, schools and teacher training institutions; stronger
graduation requirements; improved data systems; effective professional development; recruitment and support of
teachers and school leaders; stronger mentoring programs for teachers and administrators; quality early learning
programs; “teachers as leaders” opportunities; extra support for students and educators in chronically low-
performing schools; and improvements to the Performance-Based Teacher Evaluation and Performance-Based
Principal Evaluation process. However, such sweeping and significant programs are doomed to failure without
long-term, ongoing federal funding or a dramatic change in current state tax structure to increase funding support
for public education.




We do not support:
• Proposals to abolish or redefine tenure without protecting the procedural and substantive due process rights of
school employees
• Proposed changes to the Public School Retirement System without broad based support from stakeholders
• Proposals including pay for performance or merit pay based on student test scores
• Suspension of current class size regulations creating unreasonable workloads for selected teachers
