I have a question about enlarging a photograph

There is a photo I want to enlarge to use in my movie maker. I have tired and tired and nothing is working. I have Adobe Image Ready and Adobe Photoshop I enlarge it there and save it but every time I try to put it in the movie maker it's always the original size.

1. What steps do you tak to enlarge it?

And how do you save it thereafter?

4. I think I may have figured it out

I believe I should have increased the canvas size first but it still seems not to result in the size I want, thanks for taking the time to respond, I'm gonna try again

2. Try this in photoshop

Open the image, go to file menu, select save for the Web. On the right hand side panels, the middle one has Image size at the bottom so fill in the number of pixels for one side (porportions are locked), click Apply, then save it as a jpeg with a new name.
