My computer will not recognize my CD ROM drive

My computer will not recognize my CD ROM drive
the computer is a little over a year old (gateway) has vista on it, worked fine until I installed Photoshop elements on it, when I put a CD in the drive I get a very brief CD icon visual, then nothing. Tried a known good (new CD drive out of the box) get the same thing. Getting ready to uninstall Photoshop unless someone has a better idea???

Another thing, I cant get a restore point and when I look into “my computer” it shows drive D as” recovery/D”??Bug?

4. put in a CD and then
look for anything that shows red or possibly yellow at that time. It may be a service is blowing up.

5. Put a disc in nothing happened, guess I
will just put in the operating system disc and start over. Thanks for trying to help.

3. did you install or uninstall a cd burning program
like nero or roxio or something? if so that could very well be the problem.

6. The only thing that I installed was
Photoshop elements 6,that was also the last time it recognized the CD Rom drive that I know of. I guess I could uninstall Photoshop and see what happens, can’t hurt anything that I know of.
