Industry insiders portray Michael Donley, who will be nominated to take over for the ousted Michael Wynne as Air Force secretary, is an immensely capable bureaucrat who will be asked to keep a steady hand on the wheel of the Air Force until the next president enters office next year and names a replacement.
Unlike Defense Secretary Robert Gates’ bold selection of Gen. Norton Schwartz as the next chief of staff, his choice of Donley is seen as the safe move.
As a career civil servant who currently serves as the Pentagon’s director of administration and management,
Donley is intimately familiar with the labyrinthine military bureaucracy, said Mackenzie Eaglen, a senior policy analyst a the Heritage Foundation in Washington.“He’s a master of the bureaucracy … almost better than anyone else in the
,” she said. “I think he’s a safe choice, and it seems like a smart decision.”
Safe is important in the secretary’s role, Eaglen said, because Donley will have to steer the 2010 budget proposal to completion. Having served as acting Air Force secretary in 1993, Donley knows that job.
