A team of San Francisco Bay Area Coast Guardsmen and public and private representatives have submitted the lifesaving service’s first internal report on the way it responded to the Nov. 7 Cosco Busan oil spill, officials announced late Wednesday. Coast Guard Chief of Staff Vice Adm. Robert Papp will review the 112-page report and then a longer follow-on report expected to be completed around May.

Coast Guard officials say the oil spill report could be made public within about two weeks.

The Incident Specific Preparedness Review committee was convened only to look into the way the Coast Guard responded to the spill. Investigations into what caused the freighter Coso Buscan to ram a Bay Bridge pier and leak 58,000 gallons of oil are being conducted by a slew of state and federal agencies.

Coast Guard Pacific Area commander Vice Adm. Charles Wurster said in a statement that the ISPR report focused on Bay Area Coast Guardsmen’s preparedness and their response.

Top California lawmakers, including House Speaker Rep. Nancy Pelosi, D-San Francisco, said that the Coast Guard bungled its spill recovery operations, that it moved too slowly to contain the oil and that it was unaware for too long of how much had spilled from the freighter’s fuel tanks.
