in case you missed this thread:
Seems Argentina has been watching our Congress this week. They reported it this way:

"The Republican-controlled Senate yesterday gave an election-year endorsement to US President George W. Bush’s Iraq policy, soundly rejecting Democratic demands to begin withdrawing troops by the end of the year and complete the pullout by July 2007."

Notice that the Democratic plan mentioned is the Kerry-Feingold plan! I think the other one is going to fade into forgetfulness very soon, because it was only a bit of fluff. Kerry's was the one with teeth.
