Yahoo/AP: "Casey: U.S. forces in Iraq to shrink"
Click on the story, and here's the next headline: "Senate rejects calls on Iraq troop pullout"

Here's the Bushco strategy in a nutshell: keep talking tough, but start a significant partial withdrawal. Insist that all who advocate withdrawal would "cut and run" (dumbest. meme. ever.) while overseeing the very withdrawal you claim to oppose. You have to wonder why they're executing a policy they so vociferously oppose. Are they worried about a mutiny from within the ranks of the military? Is the paln to publicly oppose withdrawal, try to smear those who advocate it, and then take credit for it after the fact? Or are they just pathological hypocrites? Or some combination thereof?

3. I wouldn't bet the house on it.
There is no way to predict what these people intend to or will do because they lie about everything. There are three possibilities:

1. They will begin withdrawing troops and continue withdrawing troops all the way claiming victory.

2. They will withdraw troops only until the election, and then start bringing them back.

3, This announcement is only to put the best face on things for the election , and few or no troops will be withdrawn.
