What else didn't the intelligence community say pre Invasion of Iraq?

What else didn't the intelligence community say pre Invasion of Iraq?
Al Franken is using some Condi tapes today. In one of them she says, in response to an interviwer, "The intelligence community did not say there was no connection between Saddam Hussein and (al-Qaeda) . . . ."

There's a problem with that logic, isn't there? Something about proving a negative?

Because someone, an expert let's assume, doesn't say something about their area of expertise doesn't make it possible to assume whatever you want about the phenomenon in question.

"The intelligence community" didn't say teapots can't fly, doesn't mean that I can assume that they can, right?
