Need some VOTERD ID things cleared up.

Theres so much bullshit its hard to research it all, or keep it all straight.

I just need a little help on the whole $97 passport thing. If you dont have your Voter registration card, or actual ID, they make you get a $97 dollar passport instaed of a provisional ballot.

I get why they would do this, the scumbags. But am I interpreting it right?
Are there really going to be people selling passports?

That can't afford a photo ID, but with all the mud slinging going on, on both sides it hard to tell whats up with this bill.
