3. The numbers would have to represent orders of magnitude, at least.
Maybe nothing in mathematics would really work, the scale might have to be designed according to something in quantam physics or something.

5. I think that this would be a difficult assessment...
because part of this is subjective based on living at the same time as the president in question. I am sure that there will be several that will qualify and perhaps more if we go back and read the periodicals, diaries, journals, etc., published during past presidencies. Has this been done in any cogent way before?

Not that I make a habit of saying that, but I sure feel like it. In '00 I told people that this was not about personality, popularity or even issues really. I said this is about whose finger you want on America's nuclear button. I heard some airhead singer, I forgot which one, say that Bush felt right in her heart. What a pigeon.
