An internal review has recommended an investigation be initiated. The state prosecutor has yet to make a decision on the recommendation, which will also need the support of the attorney general.
Olmert is alleged to have pursued the interests of two overseas businessmen, one of which is Australian billionaire Frank Lowy, a major player in Australian and U.S. property markets.
Concerns centre on Olmert's relationship with the men during the time he was minister of finance in Prime Minister Ariel Sharon's government last year.
The state prosecution is looking at possible interference by Olmert in a bid for control of Bank Leumi on behalf of Lowy, and Israeli businessman Daniel Abraham. Prosectors are also considering a possible conflict of interest charge involving the prime minister's father-in-law, Professor Yosse Gross, whose law firm acted for Lowy in dealing with his affairs in Israel.
