Rumsfeld Memo Proposed ‘Major Adjustment’ in Iraq
Two days before he resigned as defense secretary, Donald H. Rumsfeld submitted a classified memo to the White House that acknowledged that the Bush administration’s strategy in Iraq was not working and called for a major course correction.

“In my view it is time for a major adjustment,” wrote Mr. Rumsfeld, who has been a symbol of a dogged stay-the-course policy. “Clearly, what U.S. forces are currently doing in Iraq is not working well enough or fast enough.”

Nor did Mr. Rumsfeld seem confident that the administration would readily develop an effective alternative. To limit the political fallout from shifting course he suggested the administration consider a campaign to lower public expectations.

“Announce that whatever new approach the U.S. decides on, the U.S. is doing so on a trial basis,” he wrote. “This will give us the ability to readjust and move to another course, if necessary, and therefore not ‘lose.’ ”

All the more reason to remove asap
If you find a big nasty looking cancer growing on the cheek of your ass, do you just leave it there and worry about how it might hurt your chances in the 08 election if you do anything about it? Your goofy ass could be long dead by 2008, if you don't remove the freakin' thing. Bush has screwed the country over for far too long now! The PEOPLE voted for a change!

3. If this was written two days before he resigned, sure seems plausible
that it was a lame attempt to repaint his portrait, as it were, on the way out. (I assume he already knew he was going.)

8. No, I think this was such a big move in the Administration it was
hashed and rehashed for a while at least, before they had Rummy fall on his sword. This smells like a parting shot of sorts, imo.

9. AKA Rearranging the deck chairs on the Titanic. The war is lost.
Now the only concern for the politicians and generals is how to blame someone else for their utter ineptitude and find some way to cover their sorry asses.

Of course, the ongoing loss of life is a small price to pay for saving face.
