4. Then he can be indicted and prosecuted as a private citizen...
...without needing Congress to impeach. It would simplify things nicely. Of course, President Cheney could pardon him, but he'd have to mention specific crimes that the pardon covered, which would implicate Cheney himself, who would, in turn, have to be pardoned by whoever he appointed VP. The political fallout from such an action would keep Pugs out of power for the next two decades. Which is just dandy by me.

17. He will never resign...
if he ever did, that would mean that he would be admitting as much that he was wrong and everything he has done was wrong. After his speech to Woodward about how his dad lost all his political capital when he didn't invade Baghdad, blah blah blah, I could never see him admitting that was a mistake.
Also he lives in the shadow of his dad, if he resigns that is just one more fuck up that his father can't bail him out of and/or it will gall him to no end knowing that he just isn't smarter than his dad, no matter what he believes.

he's just one stubborn rich kid that hasn't had to work hard in his entire life and will always rely upon his wealth to fix things.

And I believe he still thinks this.

Him quitting is a personal fantasy.

My favorite is where, in a drunken stupor, he slaps Laura. Gives her a big shiner. She holds a press conference to announce she's divorcing him. The girls pledge hatred to him. Babs and 41 write him off. Jeb publicly rebukes him. Even poor Barney starts to hide from the weeping/raging tantrums.

In a quivering speech, he resigns, begs for forgiveness and enters rehab.

The end.
