The Rwandan genocide could not have been prevented by Clinton, even if he had a congress that wouldn't have impeached him for trying. It takes time to build an effective force. The Rwandan Genocide took place in three months. It is almost impossible to separate who is a Hutu and who is a Tutsi if you haven't lived there for most if not all your life. I am very well acquainted with a Tutsi Rwandan and he had lived all his life in fear, until he came to the U.S. How those attacks would come down was sudden. He told me that both tribes co-existed and could be in the same tavern all day and that fellow tribe members would have and innocuous code word, and it was on that night. Neighbor killing neighbor, nobody was safe. When he came to this country he couldn't stand to have a machete in my girlfriends house (It was left by her brother when he went of to college), it was the weapon of choice in his old village.

When the genocide started it was sudden, and any force sent in would have had to have been under U.N. mandate. It would have been hamstrung by both the U.N.'s rules of engagement, and not being able to reliably separate one tribe from the other. Even if they could where would they put them? Partition an already small country? Any soldiers sent there would have been ineffective and those dying in the effort would have died in vain. But of course you in your infinite wisdom blame President Clinton.
