2. I don't understand

Why more people approve of the way he's handling foreign policy and the war on terror than his handling of Iraq, though it's not a huge difference. I realize they are not the same issue but doesn't him screwing up Iraq indicate a profound LACK of ability in that arena? Why is that 5% not getting that?
