This video indicates there is no decision made yet.

There have been several interpretations of what she said. Here is a post here at DU by highplainsdem which gives two views of what she said.

Whatever the decision may be I would like to think the bus tour of the South and on to Denver in August would not be so
rudely and loudly disrupted as it was at this event in NC. Video should be seen by all Democratic leaders.

Sure any candidate out there fund raising is likely to say all kinds of things when the "Real Media" is not rolling tape. I think this is more a case of a small backyard gathering where Hilary felt compelled to appease the crowd

Ain't that America. We can voice our opinions rudely and loudly. At Clinton rallies during the primaries we can boo and at Dean rallies during the general.

7. I'm just not feeling a candidate who has really quit the race.
This really unsettling peak at how she views the primary - as unfinished business - combined with the convention coup being planned on the internet is a bit tough to digest considering the gravity of this election. I get the distinct impression she still doesn't fully fathom she lost. She's trying to paint it gray and smudge the lines.
