WASHINGTON (AP) - Massachusetts Congressman Barney Frank is scoffing at claims by Republican leaders that a scathing partisan speech by House Speaker Nancy Pelosi caused several GOP members to vote against the $700 billion financial bailout plan.

Frank says if people's feelings were hurt by a speech -- and that prompted them to vote against the national interest -- "then shame on them."

Frank chairs the House Financial Services Committee and was 1 of the key figures in the negotiations that led to a bipartisan agreement on the bill. But the measure was defeated 228-205 on the House floor, with more than two-thirds of Republicans voting against it.

Frank says if he's given the names of lawmakers who were insulted by Pelosi's speech, he would go and "talk uncharasterically nicely to them."

The Massachusetts Democrat says the Republicans' refusal to vote for the bailout was a rejection of their own president.

3. I read the transcript of the speech on C-SPAN
and I find nothing offensive or untruthful in that speech... the thugs were lying to the Dems the whole time and now they dont' want to own the fact that they singlehandedly have thrown the economy into a tailspin by their own actions of the past 8 years with the denouement being this last 'hurrah' for them.

There was nothing wrong with what the Speaker said, other than leaving out complicity by some Democrats that contributed to the problem.

7. Republicans who voted 'no' to bill say the 'Pelosi Speech' excuse is nonsense.
They didn't want to vote for "socialism." So said someone on MSNBC or CNBC this morning; I forget who.

8. Even if you found the speech offensive
why would that prevent you from voting what you felt was best for your country? This is the ultimate lame excuse. Why would you hold yourself up to be such an incredible baby that you changed your vote because Nancy made you mad? Just be honest. You voted against the bill because (1) it's bad legislation; (2) you're afraid you won't get re-elected if you voted for it; or (3) you have a political angle of wanting to embarrass your leadership.
But saying you didn't vote FOR this legislation because of Pelosi's speech? Are these people actually third graders?

They never intended to vote for it - they thought they could it to go to a vote a kill it and then blame the dems and give the repugs a boost - It looks like it's back-firing on them

20. I just noticed something
At the beginning of the speech, you can see the shot of the audience. Most of the seats were empty. She was delivering her speech for the record, but to a mostly empty chamber. The people who claim to be offended so intensely by the speech that they voted against the bill were most likely not even aware of the speech's content until after the vote.
