Actually, he represents a portion of west-central Ohio, from the northern suburbs of Cincinnati along the Indiana border to some of the most rural, conservative counties in the state. Drive in the country in Mercer, Darke and Shelby counties and you'll see farms where they have huge paintings of human fetuses on their barns.

That area is so conservative I don't think a Democrat has a snowball's chance to win its congressional seat. The Democrats had their chance to take the district when "Buz" Lukens didn't seek re-election after a scandal in which he allegedly sexually harassed congressional staff members 20 years ago (some things never change). Boehner replaced him.
