Although no foreign power has threatened a bioterror attack against America, since 9/11 the Bush administration has allocated a stunning $43-billion to "defend" against one. Critics are now saying, however, Bush's newest "biodefense" initiative is both offensive and illegal.

The latest development, according to the Associated Press, is that the U.S. Army is replacing its Military Institute of Infectious Diseases at Fort Detrick, Md., "with a new laboratory that would be a component of a biodefense campus operated by several agencies." The Army told AP the laboratory is intended to continue research that is only meant for defense against biological threats.

But University of Illinois international law professor Francis Boyle charged the Fort Detrick work will include "acquiring, growing, modifying, storing, packaging and dispersing classical, emerging and genetically engineered pathogens." Those activities, as well as planned study of the properties of pathogens when weaponized, "are unmistakable hallmarks of an offensive weapons program."

Yep. I do understand how most people may react when hearing this for the first time-but look at what has happened since this administration was installed. There are quite a lot of supporting viewpoints to mine and I've been posting along those lines since 2001.

He saw men dying, often in agony, from the weapons he had made. He was shocked, and protested. By the time he had returned to Fort Detrick in November of that year, his fate had been sealed. CIA director Allan Welsh Dulles decided that Olson was a dangerous whistleblower.

The documents which have surfaced in Washington all too clearly pinpoint the role the two men played in covering-up the murder of Frank Olson. In a "Flash Secret" memo from Cheney to Rumsfeld, the future Vice President warns if the truth emerged "it might be necessary to disclose highly classified national security information". Cheney warns in a further memo that Olson's job "is so sensitive that it is highly unlikely we would submit relevant evidence on the issue of his duties".

Cheney and Rumsfeld were given the task of covering up the details of Frank Olson's death. At the time, Rumsfeld was White House Chief of Staff to President Gerald Ford. Dick Cheney was a senior White House assistant to the President.

The 23 pages of documents paint a clear picture of the determination of Cheney and Rumsfeld to keep secret Olson's work and to ensure, as a matter of public policy, it must remain secret that "a drug criminally given him (Olson) cannot as a matter of law be determined he died in the course of his official duties".

I was visiting on business and decided at the last moment to jump on a late afternoon dive with a commercial company. We had a bit of a drive out to the put-in location and I struck up a conversation with a guy sitting behind me on the bus. He ran a large construction business that specialized in underground construction. He had just finished a large project for a pharmaceutical in California and was on vacation. At which point I asked him, why the heck would a pharmaceutical want with an underground building? He said simple, they didn't want anyone to know that there was a lab there. I started to ask him how many projects he's done, how busy he is, etc, etc, etc. He said that the DoD has him booked solid for the next 5 years or so. I asked him why the gov't would want labs underground and he responded by saying for the same reason that pharmaceuticals, they don't want anyone to know there's a lab there. So when I hear somebody say conspiracy theory, I always think of the guy building an underground lab right about now.

The 9/11 Commission appendix included a statement about the anthrax attacks from the General Accounting Office that wasn't supposed to be released to we, the people. It was supposed to be destroyed after being viewed by whoever viewed it in the course of preparing the Commission's "product" because the GAO felt that publication could be detrimental to "the government".

This statement is unredacted and is available. No arrests have been made in that case.
