Venezuela to donate more heating oil to U.S. poor

BOSTON, Dec 10 (Reuters) - Standing on the deck of an oil tanker in Massachusetts Bay on Monday, Venezuelan energy officials kicked off the third year of a controversial program of delivering subsidized home-heating oil for the U.S. poor.

A Houston unit of a state-owned company backed by Venezuelan President Hugo Chavez, a foe of the Bush administration, will supply oil at 40 percent below market prices in 23 states, an expansion from 16 states last year.

The donations by Citgo Petroleum Corp, owned by Venezuelan state-owned Petroleos de Venezuela, are worth about $147 million at market prices.

Deliveries began arriving at homes just as a deadly ice storm swept the U.S. Plains and many Americans start to grapple with record heating bills to heat this winter.

Citizens Energy Gets Oil Shipment From Venezuela

BRAINTREE, Mass. -- Help for families trying to stay warm this winter arrived in the form of an oil tanker in Braintree on Monday. But even as Joe Kennedy accepted a huge shipment of oil for Citizens Energy, he said he is worried that it won't be enough.

NewsCenter 5's Kelley Tuthill reported that it is the third year that Citizens Energy has partnered with Venezuela's Citgo to provide millions of gallons of heating oil to families in 16 states.

Kennedy said his program might not be enough to help many families struggling to heat their homes amid skyrocketing oil prices this year.

"We can get them 100 gallons, but that's it. Unless the federal government puts money back into fuel assistance, I'm so worried about what people are going to go through this winter," Kennedy said.

Chavez gets some needed PR + a chance to thumb his nose at Bush; people struggling with rising oil prices get some needed relief.

And besides, those poor folks should suffer in the cold, and shouldn't be rewarded for not slaving hard enough in the wonderful "free market" to be able to keep themselves warm.
