4. precinct based scanners should be mandatory
that's all that's required to satisfy the ACLU

5. Some scanners alert voters to errors. Apparently the Diebold/Premier scanners don't...
In NH, 500+ ballots were not counted due to the wrong type of pen being used.

6. The scanners have a setting. The operators control it. Again, don't
blame the manufacturer when circumstances don't warrant.
