So the guy on the radio said that Freddie Mac and Fannie Mae will
have to keep more capital funds on hand to back up their securities. Just how do they keep those funds on hand? Unless there's a vault somewhere with stacks of $100 bills, isn't all that money also invested somewhere? US T-bills, maybe?

maybe that will quell a run on the banks, phony, paper money
