I guess hat means they didn't check out the labs they didn't know about.

1. near as I can tell, the DNA narrowed it down to 8 sub-strains
they went with the one that was nearest the places where the envelopes were sold.

If someone had a clandestine lab, the FBI wouldn't have known about it and wouldn't have been checking it out!

Just like they didn't check all the people who bought envelopes or borrowed some from Mom that they didn't know about.

If they didn't know about it, it didn't matter to their "investigation".
