NEW YORK—A federal appeals court has ruled that Saudi Arabia and four of its princes cannot be held liable in the Sept. 11 attacks.

The appeals court issued the ruling Thursday, saying the Saudi defendants are protected by sovereign immunity. It also agreed with a lower court that a Saudi banker and a charitable organization cannot be held liable.

Lawsuit ruling finds Iraq partly responsible for 9/11

NEW YORK — A federal judge in New York City on Wednesday found Iraq among those liable for the Sept. 11, 2001, terrorist attacks and awarded nearly $104 million to the families of two men who died in the World Trade Center.

The ruling by U.S. District Judge Harold Baer marked the first time that a court had pinned some blame for the attacks on Iraq.

"That in itself is significant," said James Beasley, an attorney who represented the families.

"There's a bunch of (other) cases in process just waiting to see if we could convince a court (of Iraq's complicity). So now the principle is established, and we can get the families the money that they need badly."

Collecting may prove difficult. On March 20, about $1.7 billion in Iraqi assets frozen since 1990 were transferred by President Bush to the U.S. Treasury to be used as a down payment on re-building postwar Iraq. Unless Bush relents, that money appears to be beyond the reach of the plaintiffs: the estates of business analyst George Smith and securities executive Timothy Soulas

It is not known whether the government that assumes power in Iraq will be willing or able to pay the claim.

Baer relied on testimony from former CIA director James Woolsey and from author Laurie Mylroie in determining that Iraq "provided material support" to Osama bin Laden and al-Qaeda. He also cited Colin Powell's speech to the United Nations on Feb. 5 in which the secretary of State linked Iraq to Islamist terrorism.

6. two things involved: economic entanglement with Saudi & motive
Given the not only non-response of George W. Bush to the Saudi involvement in 9/11, covering for them by classifying the Saudi pages of the Joint Congressional Inquiry into 9/11, but he was smoking cigars with Bandar while the Pentagon was still smoldering in the distance.

That sounds less like Bush was stunned by the betrayal of an ally than that his ally just did him a big favor.

9/11 hijackers tied to Saudi government, Graham says in book

WASHINGTON -- Two of the Sept. 11, 2001, hijackers had a support network in the United States that included agents of the Saudi government, and the Bush administration and FBI blocked a congressional investigation into that relationship, Senator Bob Graham wrote in a book to be released Tuesday.

The discovery of the financial backing of the two hijackers "would draw a direct line between the terrorists and the government of Saudi Arabia, and trigger an attempted coverup by the Bush administration," the Florida Democrat wrote.

And in Graham's book, "Intelligence Matters," obtained by The Miami Herald yesterday, he makes clear that some details of that financial support from Saudi Arabia were in the 27 pages of the congressional inquiry's final report that were blocked from release by the administration, despite the pleas of leaders of both parties on the House and Senate intelligence committees.

Graham also disclosed that General Tommy Franks told him on Feb. 19, 2002, four months after the invasion of Afghanistan, that many important resources -- including the Predator drone aircraft crucial to the search for Osama bin Laden and Al Qaeda leaders -- were being shifted to prepare for a war against Iraq.

10. This is a good reason for Dems to lay low until after election--Bush Justice Dept
will continue to refuse to do their job until they are gone, and Bushies will stall and destroy evidence.

Once they are out of office, they will have less power to do anything of the kind.
