13. Well, they've issued passports to many who've decided to emigrate.
I'd say they've helped THEIR "quality of life." :shrug:

I'm not inclined to buy into the (mythical) "AVERAGE" since I know that Bill Gates increased the "average" net worth of all the attendees at the Water Cube by merely attending.
