His death in 1924 greatly limited his exposure to Fascism. It sounds more like something that Trotsky or Stalin would have said.

It is extremely difficult to verify a quotation's authenticity these days.

The main problem is that somebody puts up a bad quotation on the Internet, and somebody else uses it, and so on, until the thing is everywhere.
