Why would the federal government prevent foreign aid after a disaster?

Why would the federal government prevent foreign aid after a disaster?
I understand in the case of Louisiana, Americans didn't care and probably wanted to prevent it. But now, if Germany or Nigeria wanted to give aid to Texas what reason would the federal government have to try to stop it?

The same reasons apply now as then. Bush is afraid of appearing weak, of acknowledging that he has presided over the demise of the American economy.

Several German planes full of supplies to help out were not allowed to bring them in. Canada sent some of its best sailors who could have helped in the floods..nope...the President didn't allow other countries to help us, especially those we helped out after WWII..

And I am absolutely positive that help was indeed turned away..

The german help turned away (and I am still angry over it) are water purification units

But we had lots of help

It's all about managing the information to limit political damage. I wouldn't be surprised if the GOP tried to move elections from November because it's too close to hurricane season.
