Did Palin break the law or not?

The media should make up its mind. Early reports accused her of "abuse of power", but I remember reading an article stating that she had broken no law.
Today there have been reports of Palin breaking the "State Ethics Law."

It seems to me that a law was broken, since the "State Ethics Law," needless to say, is a law.
So why are we being told of "abuse of power" which does not necessarily entail law-breaking? Why aren't all outlets agreeing that Palin broke the law?

This Daily Kos diary protests the MSM's suggestions that Palin broke no laws.

3. She broke an Alaska State Statute on Ethical behavior

It is an ethical violation. I don't believe anyone has ever said they would file any criminal charges of any sort. Also the Alaska Legislature is mostly made up of Republicans so you can bet Impeachment will definitely be "Off the Table" In fact I doubt seriously if even a vote on Censure will be held. It is possible however a Civil Suit may come of this..

4. The current resident of the White House
is also into law breaking and abuse of power so of course they deny any wrong doing. The media is seldom interested in reporting facts without an appropriate amount of spin attached.
