This was outside the television studio where the Shaheen/Sununu debate was taking place.

Apparently, the duck is actually Jody Gale, an employee of a DC fundraising firm that works for Sununu.

I have no idea what the duck costume is all about.

Maybe all the other costumes were rented.
He probably wanted a devil or Uncle Sam, but had to settle for a duck.
