15. In British English...
...it used to be the case (and maybe still is) that each of the new prefixes bi, tri, quadr, quint, etc., were factors of one million, not factors of one thousand as we use them in the US, so that...

US million = British million
US billion = British thousand million
US trillion = British billion
etc.

16. "Used to be" is correct...
http://en.wikipedia.org/wiki/Long_and_short_scales

Looks like in 1974 the British government officially switched to using the word "billion", and all of the other higher magnitude numbers that follow, the same way we've been using those words in the US for some time.
