Surely, we'd be better off with a free market firefighting system where you purchased fire coverage from the individual engine companies at monthly rates, submitting to home inspections at regular intervals to determine whether or not your home represents a high risk, thus requiring higher premiums.

No coverage for pre-existing fires, so blow out your pilot light lest a kitchen fire should start from your stove and leave you without coverage.
