Shortly thereafter, The Washington Times ran a story that said, in effect, that China could now celebrate because by shifting authority to Locke's office Obama had suddenly rewritten the rulebook when it came to exports of missile and space-related technology to China.

How is that for credibility? At the rate the Chinese are going with their space program they will be ahead of us in a few years. I am surprised that the Japanese have not teamed up with the Chinese. The Chinese may hate the Japanese people but they love Japanese technology.
